Iran launched a new government body to administer traffic through the Strait of Hormuz and introduced a 40-question transit form for vessels seeking passage, as the US awaits a peace response from Tehran on a proposal to end the 10-week war. The Persian Gulf Strait Authority now requires all transiting ships to declare vessel details, ownership, and crew nationalities. The Persian Gulf Strait Authority, known as PGSA, introduced a Vessel Information Declaration form comprising more than 40 questions. Richard Meade, editor-in-chief of Lloyd’s List Intelligence, shared the document with CNN. It requires each vessel to declare its name, identification number, previous name, country of origin, destination country, and the nationalities of the registered owner, manager, and crew members.
An email from a PGSA-linked address warns that “complete and accurate information is essential” and that “further instructions will be communicated via email.” Before the war began on 28 February, ships did not have to share any information to transit the strait. Now, as the US awaits a peace response, Iran is building the institutional architecture of permanent strait control.
Meade told CNN that the requirements formalize what shipowners were already experiencing informally. “It appears to be a play by Iran to normalize its authority over transits,” he said. The timing of the PGSA launch as the US awaits a peace response is not coincidental. Iran is creating administrative facts that will survive any peace agreement.

The Israel Defense Forces said Ahmed Ali Balout, commander of Hezbollah’s Redwan Force, was killed in a precise strike in the southern suburbs. Three missiles struck a residential apartment, according to Lebanon’s National News Agency.
